In the very first area of the game, simply just drive your car over to the fence and face it head-on towards the fence.
Hold down the accelerator (RT) for 60 seconds and the Achievement will pop.
Super easy to do.

In the free play area when you start the game, hold left or right and your accelerator RT and do a doughnut (spin on the spot) for 60 seconds. Try not to bump into anything.
Alternative method is to push your car bumper up against an object and accelerate RT for 60 seconds. Not as fun as the above method.

Sure, there are other ways to get this, but they are a boring waste of 60 seconds of your life you will never get back.
You can get this in any race just as easily, use your brakes all you want, just don't let off the accelerator! Super easy to do.

Korkatti Lakes free roam area starts you in a large open area. From the start simply hold the accelerator and turn to the right or left to keep doing donuts. Don't let go of the accelerator for 60 seconds.
