From the main menu,

Custom Rally

location -> Norway
stages -> 1

stage 1 -> stronstad
Press cn_X until the polaroid on the right hand side says snow on the bottom right

Complete the race with any car

This along with some other achievements unlocked over 24 hours after I completed it but ultimately with the correct timestamp.

I finished two stage in snow and it hasn't popped. Hopefully a delayed unlock.

you can also do it in a time trial. norway - lake rostavatn - snow - car any one

It doesn't seem to unlock in career mode for some reason, but it definitely worked with these settings

Can confirm this doesn’t unlock in career. It does unlock in custom rally and I had the rain achievement unlock in a daily challenge I played

Just a heads up you have to press X and make sure you change the weather to snow. It doesn't work just being on a snow map.

To get this from the beginning of the game without playing the career go to the main menu scroll down to custom rally (3rd option) and select it.

(The game does start you in a free roam - so if you aren't on the main menu. press pause (menu button) and quit to menu.)

Discard any current rallys you may have started. Unless you really want to finish it first of course. (Not nessasary first time playing this mode)

There are four options to choose from. Please choose the following.

Location = Norway
Stages = 1
AI difficulty = Novice (however your choice)
Damage level - default.

Press A to continue onto next screen

On stage select screen choose Lake Rostavatn and Press X to change the weather. You can see your selection on the image to the right of the screen. Switch this until it says Snow.

Press A to move onto next screen, choose any car and continue with A

Should take around 2-6 minutes tops.

Start the race and take it steady and make your way to the finish to get the achievement.
