the easiest place to get this is on kanto mountains free roam, simply reverse off the starting area and you will tumble down the mountain. if you don't get it from this you can just recover the car and try again - the 30 rolls are cumulative and do not need to happen at once.

I unlocked this when going for perkele and espresso.
Because free roam doesn't respawn you for leaving the track like career races do, you can easily fly off the road and do multiple rolls before your car stops.
It might help to use a faster car like the fujin

Kanto Mountains free roam area starts you on top of a mountain. From the start just drive off the side of the mountain to roll your car. This is cumulative so after you stop rolling pause and reset your car and go again.
