This achievement is obtained in the sixth chapter of the game.
To unlock this achievement it is necessary that Jay is in prison and Zoe goes to visit him, at some point he will ask you to participate in his execution (To get to this point, i made Zoe be friendly with him during the conversation, so i can't blame it for everything will lead them to this achievement), whether you accept it or not, Jay's execution will occur and at the last second the phone will ring with the execution cancellation, in this way the achievement will be obtained.
Read the BloodiedHeaven comment below, this will help if Jay committed illegal acts during the campaign.

This was the hardest achievement for me, based on my decisions, and I had to replay most of the game because the save overwrite is a little wonky. Basically you just have to make sure Jay doesn't kill anyone through the whole story, and he surrenders to the FBI at the waterfall.
LOL I had Jay on a murder spree, I don't think even keeping quiet/denying everything in the interrogation helps.
What I had to do:
Explore Story>Ch.5>Replay Chapter (not "Explore Story Tree") - it then auto-generates a pacifist past: Kept quiet or denied anything with no quiet option at the Police interview; Was a good boy throughout, told hot Vanessa to leave, and waited at the roadblock; Told the ranger he had your "dream job" and "please let me go", then surrendered. This got me the 'Free Bird' achi, because he sends you to the cabin hideout. That took about 30 minutes or more.
Then, to get 'Stay Of Execution', the save still has the pacifist past, so you can then: Explore Story>Ch.6>Explore Story Tree>Replay 'Entered The National Park' (Explore, not Overwrite - I never used Overwrite)>Ran from the ranger and failed QTEs (make sure QTE time extension is off) to get to the prison, not the cabin>Made Zoe be kind and compliant (although I think Jay gets the phone call anyway if he hasn't directly harmed anyone). That part took about 10 minutes or less.

Requires that Jay hurts no one. If Jay commits murder or violence against the police the phone will not ring. Tested on various playthroughs to confirm this both choosing to watch and not watch the execution.

You can get this one and “enough is enough” simultaneously if in your play through you didn’t kill any one as jay. Simply just refuse to be at the execution for Jay and the call will still happen and he will get off.

@Come at me bruv : Both achievements appear heavily tied to Jays actions and any act of violence by Jay including the burial of the loan shark affect being able to achieve. Simply overwriting the violence does not appear to fix it either in my testing so a clean playthrough may be required. If anyone can confirm a successful attempt at overwriting/exploring working to these guide pages and the method it would help a lot of players.

@Red047: No. if Vanessa is with you the FBI can arrest you. If you are solo at the ranger scene you can be arrested in two ways.
1. Have committed any act of violence with Jay prior and surrendering will end in arrest instead of being released.
2. If you’re on a free bird run with no violence committed simply run from the ranger at first interaction. At the summit surrender to him and you should be arrested.

I'm fairly certain I was able to get this from an auto-generated chapter select from the beginning of Chapter 5. Might be easier to test that for 90 minutes than replaying from Chapter 2 if Jay shot Vince for example. I did most of my playthrough using auto-generated chapters.

I can confirm that you will still get this achievement even if Vince dies in the car. I didn’t let him out and he died in the crash but the achievement still popped.

I have good news. You don't have to play the whole game over to get this ending. Just turn on chapter 5 and deny everything an FBI agent asks us. This is where we deny every kill and the game treats us as if we didn't. The FBI has no evidence of us, and so we have a pacifist ending.

For the fresh start from chapter 5 to work, you ,just start fresh, as in delete your data. I was always still getting accused of stuff until I deleted it all and started fresh from 5

Levario is right. You can just start from Chapter 5 and deny everything the FBI agent asks. I chose to have Vanessa with me until you get to Canada and then surrenderig to the police. After that I chose the good options when talking to Jay in jail.

@ Dylan XBA - Jay will say something like "I'm all of out of appeals but have one shot at clemency since I didn't harm anyone" That's when you know you're on the right track instead of what you listed about the fingerprints on the gun etc...
Finally just unlocked this after numerous attempts. When you start new from chapter 5, I noticed you can't explore other previous chapters. Seems to be a glitch or on purpose, not sure. But start chapter 5, don't go with Vanessa to Canada.
