As you progress, you will notice Vagrant's Rest continue to be built up. Towards the end of the game, this should automatically unlock upon traveling back to Vagrant's Rest once all the houses are finished.

Popped for me after completing Varsa and Flokir's first objectives in Bronzed Mire, then talking to them in Vagrant's Rest.
