Escape Tunnel chapter. Once you've gotten the miner's hat:

- Exit the pub and walk over to the chocolate addicted Hoki's house. Walk up the the Hoki Poki watching television outside and give him the miner's hat to get the request form
- Now cross the bridge to your right and walk all the way to the top of the map and enter the Town Hall
- Inside walk up and talk to the Council where you'll meet Seki. Go through the dialogue options until you can choose "Mother of the Hoki?" and then "Road to nowhere?" to unlock the achievement
