The second quest ounce you gain access to the bath house and have activated the lift.
- Take the lift down and talk to Hoki to get the cigarettes
- Take the lift back up and give the cigarettes to Tena in the bath on the right side of the screen. She'll give you the storage key
- Go to the door on the lower right hand corner of the map and use the storage key to unlock it. Examine the water valve in the room to turn it
- Return to Hoki and talk to him
- Return to Muma (now called Yoko) in her office and talk to her
- Return to the baths and examine the one on the far left side of the screen to use it and unlock the achievement
