The Sewers chapter. Once you've gotten the fish bait:
- Exit the Bait Shop and walk north to the Fishing Hut
- Talk to Kappo on the left hand side of the screen and give him the seaweed to get the fishing rod
- Exit the room and cross the bridge next to the Bait Shop. Walk north to the Bridge Gap and use your new fishing pole here. After the dialogue interact with the Bridge Gap to cross it
- Walk up to talk to the Kappo running the counter of the Kappo Cafe and then go inside
- Talk to the Kappo Chef and select the "One kipper burger please." option up get a burger
- Exit the cafe and cross the Bridge Gap again for the achievement
