Turn it off and now aim for parked cars/buses. You will see a pop-up on the right side that says 'Traffic down' if you've done it right. The game does track these as in-game missions, so you can see how many you have and still need.
Police cars and opponent cars do not count, but count towards

This cumulative achievement is the last one you'll unlock relative to all of the others on this list. Only some levels have traffic cars driving towards you. And if you're playing with touch controls on (which you should be) then your car will automatically avoid traffic cars, since hitting them slows you down. Even so, there will be times where you'll drift around a corner or choose a different direction and end up colliding with a traffic car. It happens, just not that often. Relative to the other cumulative achievements, this one will unlock much later, but relative to the long term achievements, this will unlock way before you're done.
There is one way to force this though, if you want to for some reason. You can turn off touch driving, allowing you to steer for yourself. Then you can purposely drive into traffic cars. I don't recommend wasting time doing this though, unless you miraculously unlock all other achievements before this one.
