When you are able to go on a ramp, you will fly off the ramp at the end of the ramp. The time you are in the air will add up throughout the race & all races. I would recommend you to go on the slant ones to get this achievement as doing barrel rolls counts as time in the air. You will be able to track your progress at the end of the race as well which is a big help so you know how close you are to finishing this achievement.

Got over 260 seconds of air time, still locked. Anyone got the same issue?

i hit claim on everything I can after the race ends that I can hit to level up that challenge. It then unlocked at the end of the race

This, like all achievements, is a cumulative total across all races in all game modes. You will be getting a ton of air time in this game, as every level has lots of ramp to fly off of. In general you should almost always be aiming for ramps as you approach them, as they give you the opportunity for barrel rolls and 360s to gain nitro. You'll have thousands of seconds of air time throughout your time with this game, so this will unlock pretty early.
