You gain reputation after every race you complete. The better the position you finish in, the more reputation you get. Unfortunately (and strangely), reputation level has no effect whatsoever on the game. The only thing that happens is whenever you get enough reputation to level up your reputation level, your gas is refilled on all of your cars. While this is nice in theory, you have no control over it, so you'll sometimes find yourself leveling up reputation when your cars are already all full on gas.

Your reputation will reach and far exceed 10 by the time you're done with all of the long term achievements in this game. You'll likely be somewhere around level 25-30 by the time you're done. There's nothing you can really do to speed this up other than continuing to race and win, so this is another achievement that'll unlock naturally as you progress.
