You will face Debbie after you beat all 12 Getaway missions in Turf 2. But before you can race her you need your Turf 2 car (which should be the Pontiac Firebird) upgraded to at least '540' power.
If you are short on power you can redo the final getaway mission and accumulate enough cash to buy more upgrades.
The race itself is the same as a normal getaway, but a bit longer, just concentrate on staying ahead and you'll destroy it.
Note that you can race Debbie again, after you beat her once, for 25 gold and win her Shelby GT 500, this is an excellent car for Turf 3 and will save you a lot of cash.
