How to unlock the The Shadow and the Flame achievement in Assassin's Creed Mirage - Definitive Guide
Once you've filled your Notoriety bar, you should hear a Horn sounded at some point as you're running around. Once this happens, a beefy enemy will be nearby and attack you on sight. My suggestion is to pick up a fire barrel from one of the areas around you (I did this at the Harbor during the Beshi mission, plenty of Fire Pots around). Once you're holding the fire pot, lock on the the guy as he's walking up to you and throw it in his face for an insta-kill and the achievement should unlock!

No need to stress this too much if you’re Assassin rank or above. I was easily able to beat him on normal in regular combat. Just watch out bc if you’re not aggressive, he will heal himself with a drink.

Also if you’re playing via Ubisofts subscription service, you get some really decent weapons at the start and can kill one in two to three hits. I used the electric sword you get.

Here’s what I did.
Make sure you have Tier 2 unlocked for smoke bomb and equip Choking Fumes.
Once that’s done, get your notoriety level maxed to level 3 and wait for a Shakiriyya to appear.
Engage the elite soldier in combat and throw in your smoke bomb with Chocking Fumes attached. The enemy will be stunned, allowing you to attack with your sword. Use the best sword you have for maximum damage until performing the killing blow and the trophy should unlock.

Assassin's Creed Mirage has a notoriety gauge (the red meter at the bottom right of the screen), which can be reduced by tearing down posters or paying off preachers giving speeches in the streets. Commit enough crimes in plain sight, however (murdering guards or civilians, being caught pickpocketing etc.), and manage to max out your notoriety, and you’ll have a Shakiriyya sent after you.
You’ll recognise a Shakiriyya by their mask and twin daggers, as well as their speed and agility. Keeping your wits about you and parrying attacks is the only real way to get the edge over a Shakiriyya, as is using tools to your advantage too. Bear in mind that you can’t assassinate a Shakiriyya either, so don’t bother trying. Take one down in a fight (preferably one-on-one), and you’ll unlock this achievement, and completely clear your notoriety in the process.
Fun tip: if you fight him near a set of mercenaries, who you’ve hired, they’ll not only attract the attention of the Shakiriyya, but they’ll do decent damage too!
