How to unlock the Thick Skin achievement in Assassin's Creed Mirage - Definitive Guide

Visit a Tailor and pay for the upgrades with Steel Ingots & Leather.
You will also need 2 Upgrade Schematics, which can be found in Gear Chests (which need to be looted for the Explorer achievement as well).
The fastest way to get Steel Ingots & Leather is by buying them from Traders. You can also get them from Loot Chests, Contracts started in the Hidden Ones' Bureau and by delivering artifacts to Dervis.
The fastest way to pay Traders is by pickpocketing civilians (you can turn on “Guaranteed Pickpocket” in Gameplay Settings).

I'm not sure why but this is the only achievement I couldn't get even though I fully upgraded 6 outfits to max.

Ubisoft support was like
1. There could be some hidden conditions->My answer: no.
2. Check sync -> I earned several other achievements after completing the requirements
3. Start from the beginning again. -> I did that and it did not pop up
After that, they said they won't give support in any way. Maybe there is some quirk condition for this achievement?

@RhoxOSGSaint I must say after fully completing all AC games, most of them had bugged achievements. I had to play Brotherhood 3 times (offline) in order for some cheevos to unlock. My advice is to remove your save file from console only, replay offline, meet the requirements for the cheevo, go back online and retrieve your savefile from the cloud. There is no hidden requirements for this one. You could also try upgrading all outfits since you need to collect all Gear Chests anyway for another cheevo?

Unlike the last three iterations of main Assassin’s Creed games, this game opts for a very different approach when it comes to armor. In fact, the armor you wear isn’t even called armor, they’re called “Outfits.” And on top of that, they offer no damage reduction stats at all. They simply offer perks. That’s it.

Like the weapons - as we discussed in Cutting Edge (20G) - in order to upgrade an outfit and improve the efficiency of the perks, you’re going to need a few things:
 
  • For level 2: You’ll need the specific schematic; 30 Steel Ingots; and 60 Leather
  • For level 3: You’ll need another specific schematic;  60 Steel Ingots; and 120 Leather
Steel Ingot and Leather are plentiful, and it won’t be long until you have nearly four figures worth of each on your persons. However, the schematics are not. For each outfit, there literally exists two “outfit upgrade schematics.”

Once you have them though, you’ll need to visit a Tailor - as indicated by the icon of the needle and thread - and when there, choose which outfit to upgrade, and upgrade it to tier 3.
