How to unlock the Attention Seeker achievement in Assassin's Creed Mirage - Definitive Guide
The noisemaker is one of the tools at your disposal once tools become available to you. You have to unlock this tool first, which comes by spending 2 skills points in the Trickster tree. Once you do that, go to one of the boroughs (identified on the map with the Assassin's/Hidden Ones logo), and speak to one of the Banu Musa brothers off to the side in the borough. Speak to him and select unlock tool, and select to unlock the noisemaker (bottom left of the tool wheel).
Once you've unlocked the tool, find guards to distract. You can upgrade the tool to be more effective, but it is not necessary for the achievement. In order for a guard to be distracted and for the achievement to track, the guard must be in the effect radius (seen when you aim the tool). For good measure, make sure they are not already alert before throwing the tool (no question mark or yellow exclamation mark on the HUD. Once you throw the tool towards a guard within the radius, they respond and have a question mark above their head showing them investigating. Once that happens, the achievement will track.
This is pretty simple to do, especially if there are multiple guards in a group and you distract them all. If you aim to play more stealthily, then you should naturally get this over the course of your playthrough, as it is very useful to lure guards away from an area without causing conflict.

I'm currently at 9/10 for this achievement and it won't unlock. Does anyone have a fix?

Mirage has five different tools that the player can use to their advantage. The throwing knife is your first and main tool, and you’ll unlock that in the prologue. During “Branching Out” you’ll be actually able to add one of four new tools to your arsenal:
Simply use the noisemaker on 10 guards and this achievement will be all yours. There’s really no strategy to this one: just find a guard, throw a noisemaker, get their attention, and then move on.
If you opted for another tool during the “Branching Out” mission, don’t worry, you’ll get another chance to unlock this and all the other tools as well. Although you will have to unlock them in a slightly different way, and that’s by purchasing the ‘Extra Tool Capacity’ skill (ranks 1-3) in the Trickster skill tree. You’ll need to unlock them all and fully upgrade them all anyway, especially if you want the Tools of the Trade (30G) achievement.
