There is a total of 21 viewpoints you must synchronize throughout Baghdad to unlock this achievement. All 21 viewpoint locations can be seen in the image below.

All 21 viewpoint locations are accessible after unlocking the intro story related achievement "La shay'a waqi'un mutlaq" at the beginning of the game.

It wouldn’t be an Assassin’s Creed game without a ‘synchronize all Viewpoints’ achievement, would it? Mirage is no different. Viewpoints are, of course, the highest structures in the game, that you can climb and synchronize at the top, to unfog the vicinity of the map, and uncover some points of interest.
