At the first target, you will only have to throw three Roman's at the target.
However, at the next part, there is another target, where you can throw as many Roman's as you like because after the room opens, the Roman's will keep spawning.
Simply keep throwing the Roman's at the target until the achievement pops.
To throw Roman's, you need to stun them
