First you need to build a Large Platform of any kind with the Medium Fabricator with Resin.
Then Research the Soil Centrifuge in the Catalog (750 Bytes to unlock)
You can now build the Soil Centrifuge with the Medium Fabricator with 2 Compound + 1 Aluminium.
Unpack the Platform and connect it to your power source of choice (the Base generate a few amps). Place and Unpack the Soil Centrifuge on said platform.

Now the interesting part :
To use the Soil Centrifuge you need to fill it with Soil that you collected in a Canister
(you need to connect the Canister anywhere on your Backpack / Tool Slots / Terrain Tool for it to fill up while digging with your Terrain Tool).
Approach the Soil Centrifuge, Press to po-up its control panel, select any ressource you want / need and validate your choice with .
The Centrifuge will start doing its thing for a few seconds (depending on how much power is availible) and the achievement will pop once it's done.
