So you just need a Rover, a Small Platform, something to connect the small platform to so it stay grounded (small power generator or another platform) and a Winch.
-Make an elevated platform with your Terrain Tool.
-Put the Small Platform on it and ground it with the appliance of your choice.
-Connect the Winch on the Small Plateform.
-Put your Rover under all this
-Connect the Winch to the Rover
-Enter the Rover
-Wait 10s
-Blip Bloop

This does not seem to work for any other players besides the host it appears. A friend of mine tried this after I successfully got it and the rover was just weighted down when they got in it.

Neither of the other solutions worked for me.
I made a massive ramp and attached 2 hydrazine packs to the back of the rover and took off.
So much more enjoyable to do it this way.

I got this achievement while digging to the core of Vesania in a medium rover with a drill. Near the core it's all massive caverns and the achievement popped while I was falling through one of those. I couldn't get the rover back up to the surface though, and I think abandoning rovers at the cores of planets is a common theme in this game :)
I found a bit of a different way to accomplish the same goal with the wench. I used my large rover attached the wench to the front of my rover. With my buggy, I attached the wench to my buggy and removed all the land underneath the buggy until it was hanging in the air. Forget messing around with ramps and spending hours digging for soil to make a ramp high enough to try and try and try again falling for ten seconds.
Later in the game, you'll be using a rover to dig to each planets core. Once you get to that point, actually dig into the core and you'll 'float' down for at minimum ten seconds.
If you somehow don't manage to do it, drive to the platform where you place the core's requested item, then simply drive off of it at full speed. You will for sure float about for +ten seconds then.

So for those that prefer a good video guide, here is the video I used to help me nab this one. Not my video, but simple to follow and worked great!
One trick that can be done is to make a ramp with the terrain tool, then placing a small platform with a winch on it, you then attach the winch to the rover (The tractor is the easies to use) then you dig the terrain out from under it until it is just dangling there, finally you get on it and wait 10 seconds (if it does not work check to see that it is not touching an little voxel of terrain.
