This has potentially been fully fixed and now requires no upgrades to your Freeze ability
You'll need to have unlocked your freeze abilityand must have upgraded it until you unlock the perk called Absolute Zero.
Without the Absolute Zero freeze upgrade, this will not unlock even if you successfully freeze a Vova in mid-air.

I've had no luck unlocking this so far using either method, especially since swapping between abilities cancels the other out. I think the intended method is using mass TK and a weapon with freezing cartridges while they're held in the air.

I tried the mass TK and froze them with a freeze cartridge on a gun and it still didn’t pop. It was the black Vova however so maybe this doesn’t count and it has to be the standard one? But the achievement in general just seems bugged. I’ve frozen standard Vova’s mid jump twice and once during a dive kick and it still has never popped

I coped with default freezing without absolute zero, I froze when Vovchik flies at you with both legs. I got it the first time, but it depends on your luck.
