Its bugged still on GP version. These story related are diff from tracking ones. That technique is only possible for sole account owners. Other gamertags on same console cant play games via cloud , only via install. It is said t hat recent patch broke story cheevs.

Yet another bugged story achievement. For me that is every one from the Theatre to the end. Oddly the ones for killing the bosses unlock.

Story related achievements that are bugged can be unlocked by playing trough the game again (on a new save)

The only achievement that glitched on me.
I'm replaying the mission, let's see..

Edit : It unlocked by loading a save from the main menu.

The game is well known for achievement glitches especially the tracking ones.

Your issue could just be a delay unlock?

I fixed a tracking one by uninstalling my installed copy, then hopping on the cloud version and crafting the weapons again (Lord of War was stuck at 66% or similar even though I had built, modified and used in combat all 12 weapons). It immediately popped on crafting the 12th weapon.
