Pretty straightforwards, just proceed through the story until you unlock technostasis, then activate it while you're killing enemies. You do not have to kill 3 enemies in a single activation, they can be spread out over multiple
Its a lot easier to kill enemies when you get the Secator rifle, as the section immediately following it has a lot of lower level robots that die fast.

Are you having any trouble with the ability? Every time I use it, it crashes my game. Nothing else causes this.

I was crashing too - then I reinstalled, and now it works fine. Achievements weren't unlocking though, this and others. I restarted the DLC from scratch and said achievements started unlocking as intended.
