I got this by equipping the following...
Weapons Type: BubbleBall
Volume of Fire: Single Shot
Rate of Fire: Long\Slow Ratio
Shoot Attribute: Lifetime+ (the + probably isn't needed)

The key combination seems to be Bubbleball (Weapon Type) PLUS Long Slow\Ratio (Ratio Setting) PLUS Lifetime + or higher (Fire Attribute)
I had this unlock while using Quadruple Shot instead of Single Shot along with Lifetime ++ (Fire Atttribute)
