V. 1.7 is unlocked by getting a max HP of at least 10 in a run.
This is easier if you chose an unlocked character with high starting HP. Whenever you level up, you will be able to select a perk when you find the module room in any of the regular levels. One of the perks is to increase your max energy (HP). Do this enough time to get at least 10HP, and the new character, along with the achievement, will unlock at the end of the run.
