Just equip the following...
Weapons Type: Electricity
Volume of Fire: Double Shot (I had medium)
Rate of Fire: Long\Slow (I had Ratio P+)
Shoot Attribute: Damage (I had +++)
I think all 4 are needed. I tried combinations very close to this which didn't unlock the achievement. The hard one for me to find is the Long\Slow ratio.

I unlocked this achievement without any shoot attribute at all. So the shoot attribute is not needed for this achievement. The rest of the set up was the same though

I can confirm the last module is not needed as I just got this and I didn't need Damage. I just had Electricity, Double Shot Medium L++ and Long\Slow Ratio D+, took a chance and it unlocked.
