How to unlock the Devote Your Heart! achievement in Attack on Titan 2 - Definitive Guide

Play through the game and level up your friendship and by getting everyone to Level 5 this should unlock as stated by Luentrix. Your achievement tracking may glitch and may even possibly somehow unlock the achievement early as I was only about 5 missions in and my progress was at 84%. Once you finish the main story and you're doing Scouting missions just take people with you and give other characters gifts to increase friendship quicker.

*NOTE* I do not believe you have to get the Merchant Boss or Pastor Nick to level 5 for this specific achievement as they are not playable characters. However, since they are the only nonplayable characters you build friendship with, they were one of the first ones I got to Max since I just gave them gifts so I cannot confirm if they affect this achievement or not but since they are not playable I highly doubt they will.

I'm stuck at 84% too. You dont have to take the character with you on a mission to unlock them after leveling the friendship to 5. You just do any mission and on the results screens you get the "character added to another mode" message.
As I type this I still need Mitabi and Ian but the tracker is stuck at 84% even after getting the message for Mina and Thomas :/

EDIT: Leveled up Ian to lv 5 and the achievement popped, even if the tracker was stuck at 84%. He was the last remaining character I needed (achievement doesnt track the Final Battle people) and I got it as soon as he leveled up to 5 without taking him out on a mission.

Any chance of an expansive list of characters I have finished the story and got all friendships to max including those you have to save throughout the story. From what I can find online I have unlocked all characters but I'm stuck at 84%.

Just a late addition but as it's not mentioned above, getting them to lvl 5 doesn't immediately do it. You need to take them on a scout mission with you for the character to then "unlock" in another mode and increase the tracker.

Just in case anyone else gets stumped like I was why everyone was level 5 and nothing was going up. It does also count if you "meet" them in a mission after lvl 5 but I found it quicker to just take the ones I needed one at a time into the first scout mission, complete it in a couple mins, rinse and repeat.

I have got everyone to max friendship and played with everyone but in stuck at 84%

I have everyone in another mode but the game still says I'm stuck at 84%

You unlock every character when you have everyone's friendship at least level 5. Some characters get friendship higher when you give them the right gift, take advantage of that!
