Max Rank is 10. You can get alot of experience by doing Another Mode missions with people. Inferno mode especially give you way more exp. (see example of everyone being rank 10 below)

To get this achievement you need to level up a character that is not the one that you created and use in the main story.
What you will need to do is go into 'Another Mode' and select a character that again isn't the one you made (I chose Levi because he has the best stats). All you have to do after that is do scout missions until you get to level 10 in this mode and then the achievement will pop.

I had the same problem. I have a character on the first game at level 77 and the percent for my achievement is at 77%. so I think it still counts. Currently working to get them to 100 to see if it works.
