To max out the Titan Research Room, you need it to hit level 10, which requires 33,000 exp.
To earn exp, you can either capture Titans in the field, or after gaining enough Titan Research levels, you can play a mini-game where you play as a Titan eating humans.
When catching Titans, you gain much more exp for getting one that you haven’t caught before. But just be aware that when you catch a Titan, it won’t count as a subjugation, so catching too many will drag down your rank at the end of a level.
