For this achievement, you will need to reach level 7 with any of the 10 available characters. Since full completion of the gallery takes a loooooooooooong time, you'll probably end up leveling most of them (particularly for True Attack Mode), but I think it's safe to say leveling up Levi first is a good idea.
You earn points to level up during missions. Therefore, always try to complete all side-missions, kill all Titans, and do it in decent time. I was able to get Levi to 7 in the second block of Survey missions.
TrueAttack mode requires you to use Eren, Mikasa, Armin, and Levi, so definitely try to get them to level 6 at the minimum beforehand. I would highly advise getting Armin to 7 before starting that difficulty, due to his abysmal strength/attack power and therefore wanting to squeeze all the damage you can out of squadmates.
Skills are explained in their first listing, unless self-explanatory. After reaching level 7, each character gains their own unique skill. For the sake of space, spoiler tags will be used.

In my opinion:
- Mikasa's Swordsmanship makes her a great character for TrueAttack. However, Levi's overall skill set is a bit better, and he benefits more from a larger and better team.
- Hange is the best squad leader character - she's a much better fighter than Armin, and has a better skill set than Erwin.
- Sasha is better for farming materials than Christa since her skills/stats are better. If you're looking for money, you'll have an easier time completing missions with her, and Christa's bonus isn't that much anyways.
