The easiest race to do this on in my opinion is in the city race is called Among Freaks I won with these settings
Nitro Booster-On
Vehicle Damage-On
Traffic-Off
Track Type-Circuits
Number of laps-1
Number of opponents-1
Opponents Vehicles-Same
Opponents Strength-Easy
This race is easy to get the achievement on because you can get a good lead early and if you take the corners gentle and not hit them you can get the achievement on your first try if not do it till you do.

Go to "Single Races". Use the following settings:
- Nitro - Off
- Damage - Off
- Traffic - Off
- Track - Circuits
- Laps - 1
- Opponents - 1
- Opponent Vehicle - Same
- Strength- Easy.
- Track - Autobahn, Special Deployment.
Make sure you don't crash into the opponent and it should be easy.
