In order for this to be 100% you must make sure you finish up the tutorial which unlocks the van. Also another car you must unlock is by collecting all the 12 mod parts. Other than that, the other cars are unlocked during the story mission.

Since the MadCop missions count, you have to collect all twelve parts of the MadCop in order to complete all the missions. I ended up building the MadCop before I'd even hit 50% of the missions.

Just wanted to add that I also had to complete the "MadCop" mission part 2 AFTER I collected all 12 mod parts for the car and achievement to unlock.

Complete the game including the last cases called "MadCop". You also need to have done the "Tutorial" as this unlocks the courier van.
