If you are playing the story mode, towards the end you will unlock the Trubon. You can do this while on the expressway during the mission, or when you unlock the car, you can use it at any time and get it done as well.
Just use your Nitro and you should hit the 450kph mark

Use the "Tribun" car. The easiest way to do this is go to the construction bridge on the Autobahn and just Nitro boost over it. This is easier as there is no traffic or select the Autobahn race and select traffic off in settings.
