The easiest place to do this is Harbor Quay, because you will spawn a few feet from the railway track. Make sure to use the Tribun, and move forward as soon as the level has loaded, because a goods train will be in front of you within a few seconds, and if you don't, you'll miss it.

Once you unlock the Tribon sports car go to any train track get on the tracks and just wait for a train to come by and hit you.

Choose "patrol" in the game menu and spawn as the Tribun at the police station in the city. Drive toward the train station and drive onto the first train track (the train will always spawn there first). Hit the train head on and you should cause 1,000,000 in damage.
