You first need to perch a cow by building fences around it and plant some grass so it is well fed.

After it is well fed a milk symbol will appear over it's head.

Then you can milk the cow using a bucket.

You should automate a bot to do this for you as you will need a lot of milk to produce butter in the later stages.

You need to reach the respective technology stage to have everything available.
