When you find yourself in the second of three regions in Avatar: Frontiers of Pandora, AKA the Upper Plains, you'll be able to start working on the ‘Tethered Kites’ trophy - just make sure you get access to your Ikran first.
If you speak to Fa’zak, a kitemaker in the Common Space of The Circle in the Upper Plains, you'll be able to initiate the side quest, “The Wind Will Carry Us,” that has you seeking out the 9 Zeswa Kites that are dotted around two of the region’s subregions: the Mother of Rivers and the Shattered Bridge.
