Housing is also a major concern because immigrants will not depart from the shuttles and thus return to the space station unless they have a place to live. By the end I had 7 fully upgraded Skyscrapers and 2 or 3 fully upgraded Habitats.
I didn't worry too much about colonists' happiness other than to make sure the air quality was good and the crime kept in check.
