I finished every mission without unlocking this. Possible bug?

Edit: After getting all the other achievements, I erased my save data and redid the mission, and it popped.

I have seen other comments reporting buggy rank achievements...like for High Commander. Personally I never experienced any of these bugs. At least you were able to still earn this one.
