This is a cumulative achievement and does not need to be all on one map. Hit RT go to the heart icon and select Retail Center. It will cost 38 nanites to build a Tier 1, requires 22 power. Once you've built 10 of these you will earn the achievement.

Retail Centers can be used to distribute consumer goods and make your colonists happy. Simply build 10 of these during one mission to achieve this trophy. This trophy is cumulative through all missions and does not have to be done within one colony.
Warning: Don't enable the "Consumer Goods" option in the Mill, else your bank account will be reduced to practically 0 and never recover. The developer has said that a future patch will make it much clearer how much this option is affecting your economy.
