If you don't get this in normal play, here's how to grind it. Easy to do, but requires a little setup.
Load a new mission for Hyla's Crescent (not sandbox), since its resource nodes only have 300. Upgrade the construction drones to tier three if you wish, then build a geothermal generator nearby. Build tunnels out to the two iron mines nearby and wait until everything has built.
Now, build both mines and fully upgrade them, then staff them evenly -- used the third option, since there weren't enough residents for to fully staff both of them. The key is that you want both mines to operate at the same speed and run out at the same time.
Once the mines are oprational, set the game on max speed and watch the amount of iron recoverable drop, using the (!) tab of the mine. It will take about two sols, but they will run out quickly. Make a save right before they run out, then just reload this save again and again, letting them run out each time until the achievement pops.

Depleting mines is when the Mine menu states there are 0 recoverable resources available. This can be Iron, Potash, Copper, Gold, Zorium or Potash.
