Other solutions would work well. You should get this quite easily on the Arido Messa mission if you want to unlock it organically though. You'll be bringing in all the Colonists off the Colony Ship and can do that quite easily with multiple Immigration Centers - I had 8 operational at the end. Focus on Habitats and you'll grab this with no problem. 1,000 Colonists is a lot of people and you'll have all mission to do it so pace yourself.
