Collect all the treasures means grabbing all the coins and all the diamonds. On the map screen, on the top right hand side you will see how many treasures there are in a level. For this level it is 45 coins and 2 diamonds.

To get the full Completion, you need to collect ALL of the Coins & Gems in each level! The time for 1000G is definitely Skill-Dependent. Took me about 2.5 Hours.
