You have to progress to Chapter 6 in the story mode to unlock the balloon minigame. It will take a bit of practice to master the controls, but here are some tips.
-Play it safe and don't worry about getting every last star. Going after one you shouldn't will only cause you to run into something.
-Prioritize what you grab. The little stars are worth 10, the large yellow stars are worth 50, and the red stars are worth 500. You'll get 250 points for getting through each checkpoint marked by a flag wielding monkey.
-Refuel as often as possible. If you run out of fuel you won't be able to control the balloon.
-As the game progresses your balloon will increase speed so be aware of the obstacles coming up.
All in all it's not too hard at all but will probably take a few tries!
