This sounds like it would be a tough trophy, but it's actually extremely easy to earn!
Even if you go through the game only collecting story related items, you won't be higher than 15%. The trophy requires you finding under 40% of the items, so you can still pick up a lot of items and not worry about the trophy! I prioritized picking up Flasks for my upgrades and found enough to maximize my drone, and when I finished the game it said I had only found 22% of the items! So under 40% is super easy to reach!
