You are allowed as many "blue" matches as you want after the medal appears, but before that, your matches can only include yellow.
There'll still be a lot of reattempts, but hopefully you can get a layout that sets up one final push that both gives you the 5th Tesla Coil PLUS a long chain over golden spots that will give you extra bolts. It takes a few tries, but it should hopefully pick up all the straggling spots that the blue pre-matched spots prevent you from reaching.
Start the first Classic level in Medal Mode.
Keep restarting until you get a good match, with at least 3 "Submarine controls" next to each other.
Use the "Submarine controls" early on to get as many compass-wildcard as possible.
Match as well as you can and leave as few unmatched tiles behind as possible.
Try to make your last move as big as possible and try to make it match up with your 5 tesla-coils firing.
With bit of luck your tesla-coils and ball-lightning will knock out your remaining white tiles.
Pretty much impossible without Submarine controls IMO. I was always left with at least 7 tiles when using other power ups, then unlocked the Submarine controls and had multiple runs with 4 or lower tiles and finally had the perfect run to get it on the last lightning.
The easiest level to get this on is the first classic level. Use the Stone Face item to reduce the number of tile varieties on the board, making it easier to make matches. For your active item, you'll likely need to experiment to see what works best for you. The Binoculars are often handy to take care of single tiles.
This is a pretty difficult achievement that comes down to a lot of luck, since you have no control over which tiles get flipped when your lightning coils go off. The goal is to turn all of the tiles blue without making any matches on a blue tile. This will require numerous tries to get lucky enough with tile placement and lightning strikes.
As a general strategy, I tried to get matches available at the bottom of the board, and if they're available, keep them there as a backup. Make matches above them until you don't have any left that line up, then make the bottom matches to drop the tiles down. Also, you'll naturally want to cluster your matches to avoid leaving single tiles as much as possible. It will be unavoidable in some cases, but it's OK to have some single tiles since your lightning will hit some.
Plan to have your lightning coils go off twice during the round, as you'll get the first release pretty quick, and you'll need the second one to finish the round by cleaning up any single tiles you have left.
Once you turn all the tiles blue and the medal comes onto the board, you can make matches on blue tiles to get the medal without affecting the achievement.
