You have to be very quick for this achievement but there are a couple of ways to give yourself a little bit of breathing room.
The setup I used which is vital, the Climbing Gear which freezes time and the Ancient Mechanism which adds more time to the level.
The only other help I can offer is abuse pausing the game a lot, so you can see if you can either match the flowers or the power ups on the sides, and if you manage to get a decent look at the centre as the pause menu is appearing you might have a rough idea where your next move will be.
There is a bit of luck involved when it comes to the starting positions of flowers and your power ups, so I would suggest if you start up the level and there are no immediate flower matches at all, just restart the level because you have very limited time, about 20 seconds before the first petal falls off.
Persistence is key you definitely won't get this on your first attempt but once you've got a rough idea of what needs to be done, a few retries and you should manage it in less than half an hour. (Unless you are super unlucky)

Level 9.3 is the first stage where you can attempt this achievement and probably the easiest to do it on. To unlock this achievement you must collect enough flowers to fill the meter in the upper left corner before a single petal falls from the flower. This requires you to not only be fast but also incredibly lucky with the layout of the flowers, the tiles, and your equipped items.
I recommend using the Mechanism passive item to increase the time you have, since you're going to need literally every second you can spare. For your active item, you can experiment with what works best for you but I used the Camera. It will be almost impossible to build your lightning coils up fully to discharge them, since flowers will be spread out and not together in more than a couple groups. But if you get a lucky setup (which you'll need to get this achievement), you'll be able to set off your lightning coils. You're basically going to need a minimum of two groups of three or more flowers when you start, and at least one group of Cameras to match. This will allow you to quickly collect the two plus groups of flowers, match the cameras, and the lightning will get you five more flowers, putting you within 1-2 more matches to fill the meter.
This achievement will almost assuredly take multiple attempts to get lucky enough with your layout, but keep at it and feel free to experiment with different items to see what works best for you.
