Just keep replaying level 4 over & over in story mode while collecting the cards (ignore the stars to make it easier) because it's the shortest level. (Approximately 3-4 hours worth) If you have a turbo controller you can turbo down the "A" button on level 4 & check back in about 6-7 hours to have all the stickers & cards unlocked & maxed out. Takes longer with turbo because you're only collecting like 1 card a run, but totally worth the extra time because no effort.

I turboed A on Level 18 because it didn't have any wind. You're guaranteed to stay in the middle and almost always hit at least 1 card. Unfortunately, turboing A also led to sometimes jumping over a card.
Anyway, if you're not making turbo progress on Level 4, give a non-wind level like 18 a try.
