Simply don't use the LAW on The Harbinger boss to cause damage.
One of my bots used a LAW on the first part of the boss fight (a massive amount of health vanished), but the achievement still unlocked. As long as no player causes damage to the boss with a LAW, the achievement will unlock.
You can pick up the LAW so it's in your inventory, incase a food item spawns (LAW and Hors D'oeuvres achievement).
