When you first meet Edna and she allows you into her apartment, behind her on the left wall you'll find some old family photos of hers. Keep interacting with them until you get to the third one about her grandfather, Marshal Strickland. She’ll tell you about his fate, and the achievement will pop.

bit of a strange cheevo for me this one! my recent list and this site say i have it but according to the cheevo list for the game it's still locked! looks like some of the cheevos are a bit glitchy!

This achievement occurs during Episode 1 - It's About Time.
Once inside Edna's apartment do the following:
• Walk to the left side of the room.
• Interact with Pictures.
After 1-3 times you will select the picture of Marshal Strickland, Edna will then give dialog about Marshal Strickland and the achievement will pop. (Picture order is random)
