In Kid Tannen's club there's a cop named Officer Parker. After talking to him, request a sad song and then talk to him again. Then repeat the process with the "secret song". Leave the club and compliment Edna on her song and ask for a copy. Give the music to Trixie and then request "You Should Care" before talking to Parker one last time.

Go up to Cue Ball. There you will see all the sheet music and select the Sad Song. Then talk to Parker about his troubles.
Now go back and select the Secret Song and again talk to Parker about THAT secret.
Tell Parker "No" and say Kid's a killer.
Parker sees he has made a mistake.
Now let Trixie sing the "You should Care" Song.
