In Circuit Races, around the track should be a blue wrench icon square thing (on your map). Where this Icon is there should be a pit, just pull onto the platform and stop and this should unlock. Before the pit there is a flag a couple of metres from the pit (it has a blue wrench on it and its pretty big).
